A crier in crimson livery belts out nearby,

“Hear ye, hear ye.

Let it be formally known that a military accord has been reached between the city-state of Icemule Trace and the elven House of Vaalor allowing for the free movement of Vaalorian troops through Icemulian territory and airspace from this day forth!”

Reading from a scroll, he continues with the particulars,

“In a meeting between Icemule Trace’s Mayor Tawariell and High Lord Chamberlain Retassal, a military accord was agreed to in principal allowing movement of Vaalorian troops through any territory, or airspace, controlled by Icemule Trace. This agreement was struck as a show of contrition and recompense for several slights against Vaalorian delegates by representatives of the western city-state. High Lord Chamberlain shook the Mayor’s hand and thanked her for the positive move in relations between the two entities.”

Deftly switching scrolls, the crier recites,

“In other news, the High Lord Chamberlain met with the Mayor of Wehnimer’s Landing, Lylia to discuss longstanding slights against House Vaalor and the elven nations as a whole. Expressing her desire to repair relations, and make recompense for actions heretofore ignored by the small Western frontier town, Mayor Lylia respectfully informed the High Lord Chamberlain that it was not within her sole authority to transfer the sovereignty of parcels of land, but would need to meet with the Town Council. This was in response to the High Lord Chamberlain’s statement that nothing less than the return of the settlement known as the Elven Village to Vaalorian control and sovereignty would atone for the previous attacks upon the fortress by Wehinmer’s landing. The Mayor expressed optimism at the prospect.

The High Lord Chamberlain expressed his gratitude for the delegates’ attendance, as well as hope at improved relations between the principal states involved.”

Chairs arranged in concentric circles radiate out from the center of this spacious circular chamber. A clear area approximately fifteen feet wide directly in the center provides ample space for speech-giving, pontificating, lecturing, or whatever activity might need to be done in front of a large audience. Elegant tapestries sewn in a red and gold pattern drape the walls and ceiling to dampen the echo from the red marble floor. A set of walnut double doors allows exit to the lobby.
Retassal says, “Would someone allow the Mayors in please.”
Retassal says, “Mayors only.”
Retassal says, “No retainers please.”
Speaking in Elven, Retassal says, “It is a pleasure to have both of you within our fair fortress this evening. So rarely do we get visitors from the west, that I am afraid you may be a bit of a novelty.”
Speaking kindly in Elven to Retassal, Tawariell says, “It is most certainly a pleasure to be here in your beautiful city.”
Speaking in Elven, Retassal says, “It is a pleasure to be able to conduct this in a more elegant tongue as well.”
Speaking in Elven, Lylia replies, “I believe I may speak for both of us when I say the pleasure is ours to be received so courteously. And indeed, it is a delight to speak something other than the roughest of the Common tongue.”
Speaking in Elven to Lylia, Retassal says, “Such is the trials of public service at times though.”
Speaking in Elven, Lylia agrees, “One does what one must.”
Speaking in Elven to Lylia, Retassal says, “Your letters were well received. Proper protocol was followed, and the offers of aid, though no longer needed, were appreciated.”

Speaking in Elven, Retassal says, “I would be remiss if I did not introduce two members of my delegation…”.

I am nae certain of the situation, or its particulars, but I know there was great offense to Vaalor and I know I mentioned it in the letter… However I would like to apologize in person, we are deeply sorry, for the actions of the offenders.”
Speaking in Elven to Tawariell, Retassal says, “Your apologies are appreciated and speak well of you as a leader.”
Speaking in Elven to Tawariell, Retassal says, “If you would, we may speak of the offenses and some remedies.”
Speaking in Elven to Tawariell, Retassal says, “As there have been several…”
Speaking in Elven to Retassal, Tawariell says, “It is my hope that Vaalor and Icemule Trace can find some sort of accord, and everything can be smoothed out as it were. I have brought gifts, in the hopes of peace, if I may give them.”
Speaking in Elven, Lylia says, “For me as well? How lovely of you.”
Speaking in Elven, Retassal says, “If you would High Legionnaire.”
Speaking in Elven, Tawariell explains, “These gifts are to remember this day. The alexandrite is the stone of the Peacemakers, amongst the Truefolk. And the lark represents a new dawn, signaling the hope that I have for a new beginning.”

Speaking in Elven to Tawariell, Retassal says, “Discounting the abhorrent breach of protocol in the initial approach, which I think we can all agree was half-hearted at best, members of this organization openly ridiculed members of our delegation to the western barony of Vornavis. Additionally, one member in particular has taken it upon herself to openly insult My Sovereign, His Majesty King Qalior Vaalor the Sovereign Commander of the Crimson Legions, openly within our fortress.”
Speaking in Elven to Tawariell, Retassal says, “Despite cautions and reprimands from guards on duty, the insults continued until the guard captain was nearly consulted.”
Speaking in Elven, Retassal says, “This, of course, is unacceptable behavior.”
Speaking firmly in Elven to Retassal, Tawariell agrees, “Absolutely.”
Speaking in Elven to Tawariell, Retassal says, “Now then, in our society, as it should be in all, an organization is only as good as its leaders. And as such, good leaders are responsible for the actions of their subordinates.”
Speaking in Elven to Tawariell, Retassal says, “Your gracious words, excellent protocol, and thoughtful gift do you credit. I wonder though…”
Speaking in Elven to Tawariell, Retassal says, “House Vaalor will accept the following as recompense for the offense given. A military accord with the community of Ice Mule Trace allowing free and permanent military access and troop movements of Vaalorian Legions through your lands.”
Speaking in Elven to Tawariell, Retassal says, “As well as the expulsion of said individual from further dealings.”
Speaking curiously in Elven to Retassal, Tawariell says, “If I knew who the offender was, I would.”
Speaking in Elven to Retassal, Tawariell admits, “As far as I was told, the offender has already disappeared.”
Speaking in Elven to Tawariell, Retassal says, “At this time, the Crown does not wish to establish a permanent outpost, simply the abilty to move troops through your lands unhindered.”
Speaking in Elven to Tawariell, Retassal says, “I will provide the individual privately.”
Speaking in Elven, Retassal says, “This offender was here as recently as less than a month’s time.”
Speaking in Elven, Retassal says, “Which is when the most recent incident occured.”
Speaking in Elven to Tawariell, Retassal says, “I understand if you need time to consider. Or wish to seek council on this matter.”
Speaking in Elven to Retassal, Tawariell says, “I will agree to these terms and happily, in good faith, remove the offender. I will also allow the movement of your troops though Icemule Trace and surrounding lands. However, I ask that your troops treat my citizens without harassment, and that Icemuleans, per’aps be a little more welcome, in Vaalor. That is my hope.”
Speaking in Elven to Tawariell, Retassal says, “I can speak for the troops behavior in your lands. You will have no issues there. I, sadly cannot change every Vaalorian’s mind or heart. I will put forth that My Sovereign has been welcoming of all in recent years.”
Speaking in Elven to Tawariell, Retassal says, “I believe your apologies will go further to changing their treatment here than any accord.”
Speaking in Elven to Tawariell, Retassal says, “Then we are agreed. We can have our scribes work out the lesser details.”
Speaking confidently in Elven to Retassal, Tawariell agrees, “We are agreed.”
Retassal gives Tawariell a firm handshake.
Retassal recites in Elven:

“Let it be known that the city state of Ice Mule Trace and the elven House Vaalor have come to an accord.”

Speaking in Elven to Lylia, Retassal says, “Mayor.”
Speaking in Elven, Lylia replies, “Lord Chamberlain. I thank you again for the audience.”
Speaking in Elven, Lylia says, “A small port town, however prosperous, ambitious or well-favored, can only offer so much aid, if aid were still required.”
Speaking in Elven, Lylia says, “We are, of course, gratified to hear that it is not.”
Speaking in Elven, Lylia admits, “Yet aid was only part of my mission here. I confess to an ulterior motive.”
Speaking in Elven, Lylia smoothly says, “I am sure those who know me and mine are stunned at this.”

Speaking in Elven, Lylia says, “I welcome your thoughts on how we may foster this warmth between our town and your city.”
Speaking in Elven to Lylia, Retassal says, “I will not disagree with you that relations have cooled considerably from what they were. However I do not think it is without reason.”
Speaking in Elven to Lylia, Retassal says, “Though you were not responsible for the offenses when they occurred, nonetheless I now lay them at your feet for some recompense and closure.”
Speaking in Elven, Lylia replies, “Recompense is something I am certain I can offer, and I shall finish what others may have started.”
Speaking in Elven, Retassal says, “Some years ago, a representative of your frontier town, one Lord Barnom Slim, approached our gates with demands of fealty and brought war to our Fortress when his demands were undonditionally refused.”
Speaking in Elven, Retassal says, “Not long after such actions, a group of scholars from our sister city Ta’Illistim were sent to your town to aid as a measure of good faith.”

And of course, I shall bring this before the Town Council immediately so we may reach an accord on it.”
Speaking in Elven, Lylia says, “It was a savage act, as savage and unnecessary as the death of Chesylcha in its way. I agree that you have waited too long to see recompense.”
Speaking in Elven, Lylia says, “I regret this, and I shall do what I can to rectify it.”
Speaking in Elven to Lylia, Retassal says, “As to the traitors Yinh and Yangh, the moment they swore fealty, they ceased to be Vaalorian and their names were stricken from the record.”

As a citizen of Wehnimer’s Landing, I would like to suggest that the inhabitants of the small Elven Village be asked what their wishes are.

Maybe they want to be annexed by House Vaalor, maybe they want to be considered part of Wehnimer’s, or maybe they want to be on their own and make their own way.

So … nobody is considering Zul, and nobody has said anything to Clunk or anyone in Zul Logoth about this, but if they do:

1) the dwarven position on the Elven Village would be based on geography and lore.

2) The Eastern side of the Red Forest is located near the Elven Village, along with Potter Field, the Ilvari temple, and the location of the path to Talador (and the old dwarven silver mines). This is closely related to the older lore.

3) Older tales tell of interactions between the first three, and include vague references to the Undead Wars. The also include hints that the Elven Village originated because of internal elven srifes, and had nothing to do with Humans, Dwarves, Giants, or Halflings. Elves deferring to humans about an internal elven affair sounds contrived. Also, take note, all the mayors and principals involved speak Elven, and conduct their business in Elven.

4) Strategically, we’d be uncomfortable at the thought of the obnoxious Vaalorian elves in control of area’s on both sides of the Dragonspine. We are much more comfortable when we can think “Elves to the East, Humans to the West. and Halflings to the North”. Many dwarves will recall the treatment by King Tyrian after helping rid Vaalor of an undead threat. The new King Qalinor has never offered an apology. To us the attitude of Vaalor towards dwarves has been written and ceremoniously engraved in stone.

5) Control of territory on both sides of the Dragonspine, particularly by Vaalor, would be regarded as a fundamental shift in topsider equilibrium.

Just one small point, and of course no slight is intended: There is a significant Elven population living West of the ‘Spine, and that is in the Sylvan “home” of Yuriqen. Granted, no one can communicate with them (if they have not all died out due to the city being encased by a magical barrier), and given how long ago the tree-city was sealed, there are few (if more than one) who have survived long enough to have any direct ties to the place.

I just point it out as a reminder that “elven” segregation isn’t necessarily bound to the Dragonspine. I am not sure of any ties of the Elven Village to Yuriqen. If there are, I have no memory of it. Erek was a toddler when the city was sealed, and is older by nearly a thousand years than the typical elven lifespan. So what I really mean is neither I, nor my character have memory of it. 🙂

I fall into the camp of, “Well what do the members of the Elven Village have to say?” vs. trying to come up with a position for them. I am not sure why the Vaalor seem to be so interested in it, while the rest of the Elven Nations don’t seem to be pressing a claim. Has anyone asked the Argent Mirror, or Queen Cadhla? (Is she still queen? I don’t get out much.)

I had, somehow, completely forgotten that Yuriqen was on the other side of the mountains somewhere…

At the moment not only have we not heard anything from the Argent Mirror, Queen Cadhla or King Eamon; we haven’t even heard anything from King Qalinor.

(No one is asking King Gaendel or Queen Rhoslyn, of course)

There are also the Elves of Wyrdeep, and of course a diffuse but fairly large population of Elven and half-Elven people living in mixed communities like the Landing and Solhaven and Icemule Trace.

And of course, there are a whole lot of Elves in the south, even if some Elves don’t want to claim the Faendryl as Elven at all anymore. 🙂

I’m also interested in what the Elven village’s inhabitants have to say for OOC reasons, but I also know that geopolitically speaking and ICly, it doesn’t matter. No one recognizes the autonomy of Machias Seal Island, even if someone sets up a couple of tents there.
